The practice of SCNU underscores the idea that changes attributed to globalization are modified and fashioned by the particular circumstances and choices of local institutions. It vividly reveals how local circumstances offset and/or resist the global, and explicitly challenges the view, made by both advocates and critics, that globalizing forces are qualitatively new, inevitable, constraining and homogenizing. Instead, there are real limits to these forces and, thus, there is considerable scope for responding to them. Many factors in particular situations including local traditions, bureaucratic structure, policy orientations, interest group mobilization, among others, play their part in forming differential responses to globalizing forces. It is these factors that shape the particular forms that globalization will take in specific institutions, and provide the basis for resistance and countervailing tendencies.
